HighLevel Agency Trust Center: A2P 10DLC for Every Sub-Account in One Place
If you run texting for many clients, A2P 10DLC registration is probably one of your biggest support headaches. One rejected Brand or Campaign can stop a client's texts, and finding it used to mean opening sub-accounts one by one. The Level Up 2026 recap introduces "A2P: Agency Trust Center console," one agency-level dashboard for every sub-account's registration.
Quick take:
- One place to see which sub-accounts are approved, in review or rejected, and why.
- You can fix, resubmit and start registrations from the agency level.
- Right now it's only for agencies on the $497/month plan (now called the Founder plan), and only Agency Owners and Agency Admins can use it.
A quick A2P refresher
HighLevel explains that A2P 10DLC is the registration US carriers require for businesses sending application-to-person texts from US 10-digit long-code numbers. To finish it, each sub-account needs an approved Brand and a verified Campaign. Without both, texting can be limited or blocked.
Who can use the Agency Trust Center
HighLevel's help article says the Agency Trust Center is "currently available exclusively to agencies subscribed to HighLevel's $497/month plan," and only Agency Owners and Agency Admins can open it. Other agency users and sub-account users can't. The existing sub-account Trust Center still works as before; the agency console sits on top of it.
How to open it
Go to agency Settings → Phone Integration → Trust Center (A2P). There are three tabs:
- Overview: registration health across all sub-accounts
- Brands: Brand registrations, statuses and new registrations
- Campaigns: Campaign registrations, issues, and new Campaigns for approved Brands

The Overview dashboard
At the top are three summary cards:
- Fully Approved: sub-accounts with both an approved Brand and a verified Campaign
- In Review: registrations waiting on a decision
- Rejected: registrations that need fixing
Below them, HighLevel shows the most common rejection reasons, with a count of affected sub-accounts and a link to the records.
| Brand rejection examples | Campaign rejection examples |
|---|---|
| Business name doesn't match the EIN | Description doesn't match the use case |
| Opt-in consent not properly evidenced | Opt-in consent not properly evidenced |
| Business category not eligible for 10DLC | Website could not be verified |
Chat Widget vs Self-Serve registration
A section called How your sub-accounts are registering compares the two ways HighLevel supports showing consent:
- Chat Widget: consent is captured through the website chat widget and stored automatically.
- Self-Serve: the business supplies its own proof of consent, such as details of its opt-in forms or website.
For each method, the dashboard shows how many sub-accounts submitted and the approval rate among decided registrations. It's a quick way to see which approach works better for your clients.
Fixing rejections
The recap says Owners and Admins can "directly fix and resubmit rejected Brands and Campaigns without logging into individual sub-accounts." A practical routine:
- Check the Rejected card and the top rejection reasons each week.
- Start with the most common reason. Consent evidence issues often affect both Brands and Campaigns.
- Correct the details, such as the legal business name that matches the EIN, a campaign description that matches the use case, or a working website with visible consent language, then resubmit.
- Use Brands to start registrations for new sub-accounts before they begin texting.
Why this matters for AI texting
Outbound AI agents and AI Campaigns, also new in the recap, send texts at scale. HighLevel's own help article for AI Campaigns says its AI disclaimer doesn't replace consent, sender identification or opt-out handling. Getting each sub-account's Brand and Campaign approved, with real consent evidence, comes first. See our outbound Conversation AI guide.
Not on the $497 plan?
You can still manage A2P inside each sub-account's own Trust Center. The agency console is a time-saver for agencies with many texting clients, and it's one of the features tied to the $497 tier. Compare tiers in our HighLevel pricing guide and Founder Plan guide.
